I am using AWM 8.0 beta 3 and Excel 2007 on Vista Ultimate 32-bit. If I right click on a cell and then choose Format Cells, scrolling with the mouse wheel does not scroll a list in the Format Cell but the underlying spreadsheet when the option Scroll inactive windows with the mouse wheel is active. This happens for instance when the Category is "date" and I want to scroll the Type list. If the Format Cell window is not on top of a spreadsheet but on top of a different window it does work correctly. If I turn off "Scroll inactive windows with the mouse wheel" it always works correctly.
