Thnaks for the post.
The "Keep the navigation bar visible in Explorer windows" is located there - Actual Window Manager -> Actions -> Options -> Actions -> Roll Up.

Thanks Vasiliy, I misunderstood this feature and was looking for a spot to choose a numerical height rather than a checkbox, but now I get it
