An interesting observation.
I've been using AWM for many years. Some of my specific actions are quite old. Recently I've been cleaning up my Windows installation and part of that was to move user-installed programs to my E drive. Now I didn't really notice anything unusual but with a recent Outlook 2003 problem I've been looking closely at AWM. Oh dear! A number of AWM actions have actions which target program windows using the old location of the programs (the C drive).
Now that I know some of the actions could not be working, some strange things can be explained. On the whole most actions appeared to work correctly BUT only because those programs were restoring the last window size and position when they re-opened.
The moral of this story is, Don't change the locations of your programs, however, AWM could come to the rescue. One 'solution' would be for AWM to check the program locations exists whenever the action is created or edited. A bit like the Properties on Window shortcuts. Another solution and perhaps a complimentary one would for AWM to produce a report listing programs (pathname) and the actions they are used in.
