I have set my multi-monitor taskbar set to "individual", and now if I use alt+tab, I only see the windows that are on my main monitor.
If I set it to either mixed or mirror, then the alt+tab shows both the 2nd and primary monitor windows.
This shouldn't seem like the intended behavior. The task switcher should be independent of the taskbar setting.

This is a known problem and you're absolutely right.
We're trying to fix it.
For now the only way to make Task Switcher work properly is to disable the "Replace the primary Taskbar" option (Multiple Monitors > Taskbar) and enable the mirror or the mixed mode for the taskbars.
