I have 6 exclusions that I delete and upon restarting the GUI, those deleted exclusions are once again listed and also marked as active. So I'm essential unable to delete exclusions. Any suggestions?

It's by design: you can't delete the factory exclusions. If you don't need them then you should disable them, not delete.
