is it possible to lock the mouse to a screen, and set moving between monitors to a 1 or 2 second delay? so without using hotkeys.

What our product are you running (name, version)?
There is the option in Actual Window Manager - Mouse > Multiple Monitors > Tight Monitor Boundaries.
