I suppose I could have added this to my post below, however it appears to be a separate issue.
When opening context menus of a window on a non-primary monitor, they open up "floating" in the equivalent position on the primary monitor, making it impossible to access them. When I drag my mouse from the File menu, for example, it's contents appear on the primary monitor. When I move the mouse over to access them, the menu disappears (as usually does when moving the mouse off the menu).
The only rememdy I can do is to drag the window or folder to the primary monitor and then access the menu from there.

I think I found the source of the problem -- when the window startup option is set to "of parent window", it opens the context menu on the primary monitor. This happens even if the program's primary window is on a 2nd or 3rd monitor (and no other window on the primary monitor).
Perhaps the program is telling windows an incorrect value of the monitor it's located on?
Anyway, for now I just switch the startup option to "having mouse pointer", even though that still causes the distracting subwindow flashes before they land on the correct monitor.
