As I can see the Discord specific settings are applied to the Vivaldi window as only the Window class parameter is enabled in the Target Window section of the settings, and Vivaldi window has the same class "Chrome_WidgetWin_1". Set the target parameters for these settings more precisely, for example try to additionally enable the Program or the Caption parameters.
As for the Vivaldi mods - as I can see only the element containing the address bar autohides. The tabs don't autohide. Probably, your appearance settings for Vivaldi differs from the standard? Could you send us a screenshot depicting the Vivaldi window?
