I am trying to keep a two monitor setup from combining all windows from both monitors to a single monitor when one of the monitors is turned off. Does this software provide that function?
I have a small vertical monitor that I put my security camera feeds on and that I want to keep turned on all the time. When I shut off the larger main monitor, all the apps from the main monitor are moved to the smaller one. I am looking for software that will not do this and I am running Windows 7.

The Ignore Deactivation feature has nothing to do with disabling monitors. It's a feature that prevents deactivation of a window.
What you describe can be accomplished with the . But since the larger monitor is the main monitor then it means that when you turn it off then the other monitor becomes the main and the desktop coordinates change. This means that the restrict placement settings which keep the windows beyond the vertical monitor when it's alone will also to some extent restrict placement of the windows on the larger monitor too when it's enabled.
You can also try using . For example you can create two virtual desktops (Classic Mode virtual desktops) and put your camera windows to all virtual desktops, but keep your other windows on the first virtual desktop. Then before disabling the monitor you can switch to the second virtual desktop so that all your windows except camera windows are not displayed and then turn off the monitor. In this case the windows will also be moved but they're not displayed so they won't bother you. When you enable the large monitor again and switch to the first virtual desktop the windows should be placed in the large monitor automatically (maybe beginning from the second iteration of this sequence).
