Could you tell whether you've changed any setup settings when re-installing the program, for example "Support system utilities..." or installation folder?

No.
A DLL could not be installed because it was locked the first time. The installer warned me, but because it seemed to work initially, I did not retry before having these problems.
Installing in safe mode was necessary, my mistake.
