Evidently System Tools is the same as "Windows System" now???

Apparently, names of the folders associated with Start Menu may differ in different versions of Windows 10.
Is there "File Explorer" shortcut in the Windows System folder?
Could you create folder
C:\Users\<user>\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\System Tools
manually and copy Windows Explorer shortcut in it? Does it solve the issue?
Could you also tell whether it was clean installation of Windows 10 or upgrade from one of previous versions of Windows (7, 8)?

When I try to create the folder "System Tools", it asks if I want to merge it with "Windows System" because it already exists.
This is a DISM image from our system building team here at work. It is not "clean" in terms of straight from disc-to-drive. No upgrade.

There IS a "File Explorer" shortcut in the Windows System folder.
