When inactive scrolling feature is enabled, it breaks the scroll in mIRC on my end. Focus doesn't matter.
The funny part is that a generic Chinese mouse worked fine, but fails when I use a Microsoft one.
To test, install mIRC, connect to any network/channel and try to scroll the buffer (main chat area).
Adding mirc.exe to exclusion list doesn't fix the issue.
Only happens to mIRC.
For instance, this alternative software WizMouse (default config) has no issue to sending scroll to mIRC, then I guess it's 100% AWM bug.

Hello Tinybut,
Thanks for the post.
Unfortunately, I was unable to reproduce the problem.
Could you specify your OS (version, 32 or 64-bit), versions of Actual Window Manager and mIRC and send us your configuration files (Actual Window Manager -> Tools -> Configuration -> Send to Tech Support)?
Best regards.

After some more tests, it seems to work when mIRC window has no focus (ie. clicking on taskbar).
My windows rules are default, I just renamed the folder "%appdate%\Roaming\Actual Tools\Actual Window Manager" prior to test.
