Is there a way to create a rule to position a window at the current mouse-cursor position?
If there is, I can't find it, and if there isn't, could you add this to the next version?

Unfortunately, there is no such feature.
We'll consider this as a feature request, but it is unlikely that this feature will be implemented in the next version.
