Actions Required to Reproduce the Problem: Default browser Internet Explorer 9 opens two instances (a blank window and a window containing the target URL webpage) if I assign “Move at Startup to Monitor” #. Basically, what happens is that if I don't have IE9 already open and I click on a Windows Explorer shortcut or external link (url) or an application that tries to open a web page, it opens both a blank window and a window containing the target URL webpage. But, if I have an IE9 window already open and do the same thing it creates a new tab and loads the page normally. I can also manually type in a URL and it works properly. Clicking links within a webpage already open in IE9 also works just fine.

Do you have the specific setting for IE?
What mode does the "Move at startup to monitor" function have (exactly specified, having mouse pointer etc)?
